What happened?

Russia's war pushed about 4.4 million people into the EU — and they were given their own legal status rather than put through the asylum system. That population has now stopped growing: it moved 0.2% last month.

Confirmed
2

Why did it happen?

Not because arrivals rose. They fell. Asylum claims dropped 19% to their lowest since 2021, irregular crossings fell 26% — and the EU brought in its toughest framework anyway.

3

Who benefits?

Ukrainians — they got the good channel. 4.4 million people received residence, work rights and schooling without ever filing an asylum claim.

Likely
4

Who loses?

Anyone whose protection rests on a law written to last three years, now in its fifth, with no agreed end. The calm here is procedural, not structural.

Domino Effect

The causal chain so far. Read the dates against each other — that is the whole argument.

Temporary protection triggeredMar 2022
The EU activates the Temporary Protection Directive for people fleeing Ukraine — residence and work rights without an asylum claim. The Directive's Article 4 caps protection at three years.

Council extends to March 2027 — a fifth yearJun 2025
Member states unanimously extend on 13 June 2025, past the Directive's own three-year ceiling. Ciger argues the extension lacks a legal basis and leaves the door open to indefinite renewal. No final expiry is set.

The numbers fallDec 2025
EU+ asylum applications close 2025 at 822,000 — 19% below 2024, the lowest since 2021 (EUAA). The Commission records illegal border crossings down 26% over the same year.

The hardest framework in EU history appliesJun 2026
The Pact on Migration and Asylum enters into application on 12 June 2026 — ten interlinked legislative acts, EUR 3 billion in implementation support, stronger external border procedures. Twelve days after the flat reading, and six months after the four-year low.
